Court denies appeal to keep NYC teacher ratings private

The New York State Court of Appeals on Tuesday denied an appeal from the United Federation of Teachers, which sought to keep teacher rating reports private. School officials said New York City's Teacher Data Reports, based on student test scores, would be released to the news media in the coming weeks. Schools chancellor Dennis M. Walcott has expressed some concern, however, about how the reports would affect teacher morale.
