Drug industry pushes back against rebates for dual eligibles

The Obama administration intends to require drugmakers to give rebates to some 10 million people who qualify for both Medicare and Medicaid and subscribe to the Medicare Part D program. The move could reduce spending by $137 billion, according to Congressional Budget Office estimates, but the drug industry says it would cut money available for research and development.
