Senate bill would tax industrial greenhouse-gas emissions

Senate Environment and Public Works Committee Chairwoman Barbara Boxer, D-Calif., and Sen. Bernie Sanders, I-Vt., have proposed a bill that would tax carbon dioxide emissions of major industrial facilities, including natural gas processing plants. Their plan would levy a $20 tax for every ton of carbon dioxide emitted beyond a set limit.
