DHS is failing to assess chemical site security plans

The Department of Homeland Security's Chemical Facility Anti-Terrorism Standards program has malfunctioned, officials said during a recent House hearing. As of Dec. 31, none of the thousands of site-security plans offered by chemical facilities had been reviewed, said Rep. Charles Dent, R-Pa. "We've made some personnel changes [and] administrative changes," said DHS Secretary Janet Napolitano.
