Big players could dominate spectrum sale, FCC chief says:

A spectrum sale could "limit the FCC's ability to maximize the amount and benefits of recovered spectrum" because the Federal Communications Commission may not be able to control who gets to bid, FCC Chairman Julius Genachowski said. Some critics have said the FCC wants to shut out larger companies from the bidding, but Genachowski has said the goal is to open the proceedings to all types of bidders. The sale's proceeds are projected to provide at least $15 billion of the $30 billion cost of an unemployment benefits extension through the end of the year.
