Missouri House budget plan does not expand Medicaid

A state budget crafted by Missouri House Budget Committee Chairman Rick Stream, a Republican, does not include plans by Gov. Jay Nixon, a Democrat, to expand the state's Medicaid program. Stream said Republicans object to spending about $1 billion on a system "we think is broken and needs to be fixed," but health care experts said the governor's plan is still alive and called the budget legislation a step in the debate.
