The Federal Communications Commission can accommodate both its goal of boosting minority ownership and broadcasters' interest in owning a second station in the same market, columnist Harry A. Jessell writes. The solution could lie in a pilot program under which stations would partner with minority-owned companies to operate under joint-service agreements or shared-service agreements, Jessell writes. "Rather than ban virtual duopolies, the FCC should see if they can use them as a vehicle for creating meaningful minority and female ownership in TV broadcasting, which should be everybody's goal," he writes.
