U.S. "tight oil" found in shale formations is resulting in incremental cost savings, which is enough to keep East Coast refineries open when they might otherwise close. "A savings of $1 per barrel across our entire refining system is worth several hundred million dollars of net income to Phillips 66," said spokesman Dennis Nuss.
