Two Maryland lawmakers questioned the cost estimates in Gov. Martin O'Malley's offshore-wind proposal, saying its projected $2-per-month cap on rate increases is unrealistic. Ratepayers "would not be charged for wind-energy generation until the turbines start spinning," said O'Malley. "I don't have a crystal ball that can see how all of this comes together," but Maryland will not reach its renewable portfolio standard "unless we take advantage of the most abundant natural resource with the technology available to us today on offshore wind," O'Malley added.
