Much of the mortgage aid to borrowers stemming from a national settlement has been on second mortgages, leaving troubled first mortgages still headed toward defaults and foreclosures, some housing advocates say. Fewer than 71,000 borrowers -- or 13% of those helped -- were assisted with first mortgages.
