Lawmakers vote to "backload" EU emissions-trading scheme

The European Union emissions-trading scheme has survived a vote by lawmakers on a key environmental committee. The scheme will survive through "backloading" carbon allowances to prop up prices for the allowances, this feature says. Demand for the allowances has dropped due to economic conditions.
