Mary Schapiro, chairwoman of the Securities and Exchange Commission, is working to reverse her predecessor's policies and enhance the agency's enforcement program, which has been blamed for missing several major financial frauds. Schapiro is striving to boost transparency of the agency's decisions and to learn from past mistakes. Meanwhile, Congress is looking into an overhaul of the regulatory structure, which could result in reducing the SEC's authority.
