Obama unveils updated proposal for health care overhaul

President Barack Obama's scaled-back proposal for an overhaul of the health care system is based largely on the Senate's bill, which is less expensive and ambitious than the House version. The new measure drops a proposal that would fund the program by taxing expensive health care plans and replaces it with a proposed tax on the unearned income of high-income taxpayers. Many of the provisions in the earlier bills remain in the new proposal, including a requirement that all Americans buy health insurance, with subsidies available for the poor.
