Some lenders worry that President Barack Obama's budget proposal would leave government agencies unable to meet the demand for loan guarantees, writes Jerry Chautin. Before you absolutely need a loan, it's a good idea to "talk to your bank's loan officer about your chances of getting financing. ... And if you don't get a positive reply, start looking for other funding alternatives," he advises.
