Marcellus states struggle to form tax structures for shale drilling

The shale-gas boom is spurring job creation and economic development in West Virginia, Ohio, New York and Pennsylvania. However, those states are generally lacking in tax structures for shale drilling. "The conversation is just beginning on how to tax shale. We'll figure it out," says David Davare of the Pennsylvania School Board Association.
