The Environmental Protection Agency's efforts to regulate oil and natural gas drilling are being affected by inaccurate air pollution estimates and limited data, according to a report from EPA Inspector General Arthur Elkins. In response, the EPA said it will work on a comprehensive plan to improve its estimates.
