GOP plan gives Obama flexibility in managing spending cuts

Republican lawmakers are drafting legislation aimed at giving President Barack Obama broad discretion over how to implement $85 billion of spending cuts set to take effect Friday. The White House strongly opposes the idea, but it's getting some support from Democratic lawmakers representing states that would be hardest hit by the sequester.
