Arthur Levitt, former chairman of the Securities and Exchange Commission, writes that industry interference is keeping the agency from effectively carrying out its mandate, specifically in the area of money market reforms. In that case, the Financial Stability Oversight Council has both the right and the responsibility to intervene, Mr. Levitt writes.
