School improvement relies upon the development and support of teacher leaders, writes teacher David B. Cohen, who serves as associate director of Accomplished California Teachers. In this blog post, he writes about a recently released report from the group that calls for a third-tier teaching license in the state. The higher tier, which potentially would include aspects of National Board Certification, could be used to put teachers on a track to become leaders such as mentors, instructional coaches and peer evaluators, he writes.
