TransCanada to develop Keystone XL's southern portion

TransCanada will proceed with the construction of the Keystone XL pipeline's southern leg, which would run from a storage hub in Cushing, Okla., to refineries in Texas. The $2.3 billion southern leg, which is expected to come online by mid- to late 2013, would generate 4,000 jobs, the company said.
