The majority of Maryland residents surveyed said they are in favor of Gov. Martin O'Malley's plan to support development of offshore wind by tacking the project's estimated cost onto utility bills. Fifty-eight percent of respondents said they back the plan, while 39% were opposed. Last year, when the proposed surcharge to utility bills was higher, 55% of residents polled were in favor of the plan, while 42% were opposed.
