Pentagon may ask for fund-transfer authority

If lawmakers fail to pass a 2013 defense spending bill and the Pentagon must operate on a continuing resolution from 2012 funding levels, the department hopes to gain authority to shift money between projects and change the rate at which it spends funds. Such flexibility would allow the Defense Department to continue or launch certain projects, such as Navy shipbuilding.
