The continued stoppage of work at the Silver Spring Transit Center project in Maryland is the fault of officials in Montgomery County, according to a notice of claims filed by Foulger-Pratt, the project's contractor. The county was concerned about the concrete thickness and cracking and that led to stopping work in 2010. The contractor hired an engineer last year to evaluate the concrete and the engineer found the structure safe. However, the county officials have not yet met with Foulger or the engineer, the company says.
