Business owners want to loosen sign laws in Palm Springs, Calif.

Several business owners in Palm Springs, Calif., are upset about city rules that may force a clothing store to remove mannequins that have marked its entrance for 21 years and ban stores from hanging merchandise on doors to entice shoppers. Concerned store owners met this week to discuss launching an effort to loosen the rules.
