Environmental Protection Agency enforcement efforts declined in 2009 even as the Obama administration proposed regulations to limit auto emissions, according to this piece. Defendants in cases brought by the EPA were required to reduce pollution by some 580 million pounds in FY 2009 compared to 3.9 billion pounds the previous year. "The size of the cases and the pounds of pollution reduced aren't the only measure of the enforcement effort," said Cynthia Giles of the EPA.
