Mo. GOP bill expands Medicaid, makes insurers compete

Missouri state Rep. Jay Barnes, a Republican, said his Medicaid bill presents a market-based approach built on competition among private insurers. It would increase overall eligibility to add 180,000 residents, which is less than an Affordable Care Act expansion, but would cut about 44,000 children from the program.
