Municipalities increasingly hand off duties to HOAs

More homeowners associations are performing traditional duties of local governments, such as trash pickup and street upkeep, leading some experts to worry that a long-term crisis is brewing. "At some point, my question is this: Is not the responsibility going to come back to the municipality? They'll have slums on their hands," said Evan McKenzie, a professor at the University of Illinois at Chicago.
