New ACA regulations address multistate plans, SHOP

The federal administration has released four sets of rules, three of which are final, regarding Affordable Care Act implementation. The regulations that take effect May 11 include provisions on cost-sharing and coverage denials. The administration also said insurers offering multistate plans will in some cases be allowed to comply with federal rules for benefit packages instead of individual state rules, though most state rules are similar. Meanwhile, proposed rules address the Small Business Health Options Program, designed to serve small employers that participate in exchanges.
