State moves to avert Detroit bankruptcy

Michigan Gov. Rick Snyder has taken steps to prevent Detroit from becoming the largest municipal government in U.S. history to seek bankruptcy protection. Snyder declared a state of economic emergency for the city, opening the door to naming a financial manager to straighten out Detroit's finances. The city has 10 days to appeal the decision.
