School financing doesn't always take special needs into account

A Delaware coalition aims to import a plan from one Canadian district to increase school funding for low-income children, English language learners, gifted students or others with special needs. The shift toward weighted student funding, which directs money away from wealthier districts toward ones with higher special needs populations, was a highly successful and transformational experience for schools in Edmonton, Alberta.
