UN's Guterres: Syria at "tipping point" as refugees top 1 million

The number of Syrian refugees has exceeded 1 million and is expected to keep rising, straining relief organizations and neighboring countries. "If the world does not act now, we might soon face an explosion that no international response could manage. This must not be allowed.
