The Federal Aviation Administration is sending letters to airports with planned tower closures due to federal budget cuts. The FAA will allow airports to appeal closures if they would have national effects on air transportation. "Negative impact on the national interest is the only criterion the FAA will use," the letters read. "The FAA is unable to consider local community impact."
