The Kennett, Mo., City Council has opened up discussion on hiring a city manager for day-to-day operations, allowing councilors to focus on leading the community. "It's a $7 million business, and we've got 11 part-time people that's supposed to be filling in for that position," Mayor Jake Crafton said. "I feel we are losing ground more than gaining some." Councilors meet only two days per month, making it difficult to handle everyday business.
