La. city council tweaks but doesn't eliminate residency rule

Amid objections from police and fire representatives, the New Orleans City Council has failed to eliminate a law that requires new city employees to live inside the parish. The council lengthened the grace period, however, giving employees 180 days to move. The law does not apply to anyone hired before Jan. 1, but employees who move outside the parish will forfeit their position.
