As Washington unleashes a wave of public spending, consulting companies are springing up to help entrepreneurs capitalize on the opportunities it creates. Seattle-based Onvia, which already maintains a database of contracting opportunities with nearly 80,000 government purchasing offices, is now tracking stimulus projects down to the local level. "Our intent is to make all stimulus spending, down to the dime, visible for free," a company official says of its Web site, Recovery.com.
