As Washington unleashes a wave of public spending, consulting companies are springing up to help entrepreneurs capitalize on the opportunities it creates. Seattle-based Onvia, which already maintains a database of contracting opportunities with nearly 80,000 government purchasing offices, is now tracking stimulus projects down to the local level.
