Proposed European bank reform targets profit shifting

Banks' practice of shifting profit out of the country to avoid taxes is a severe problem for many governments, but financial-reporting requirements that are part of proposed European bank reform would expose such tactics to regulators. The reform, which would also establish a single banking supervisor in the eurozone and curb bankers' bonuses, could be finalized by month's end.
