South Africa seeks additional revenue with carbon tax

South African Finance Minister Pravin Gordhan has carved out another area of taxation with the introduction of a carbon tax, says Rhodes University Business School tax professor Matthew Lester. There were few other areas of the tax base the country could tap, Lester says. South Africa is dealing with lower-than-expected growth and a promise to credit rating agencies to keep debt at a certain level.
