Do retention policies harm students?

Elementary-school teacher Peter DeWitt in this blog post argues against retention policies, which he believes lower students' self-esteem and teachers' expectations about students' academic potential. Instead of retaining the struggling ones, DeWitt suggests schools work to differentiate instruction, utilize response-to-intervention strategies and adjust instruction to better meet the needs of the whole child.
