Just 20% purchase flood insurance if not required, study finds

Just 1% of Americans living outside flood plains get coverage and only 1 in 5 purchase flood protection when it's not required by law, a RAND Corp. study said. The findings reveal that just half of homeowners living in some of the nation's most flood-prone areas buy federal flood insurance, exposing millions to risk.
