Bipartisan bill would allow Congress to rule on Keystone XL

Congress would have the authority to green-light TransCanada's Keystone XL pipeline under a bill introduced by Sens. John Hoeven, R-N.D., and Max Baucus, D-Mont. The federal government is expected to issue a final decision on the project around August, but the ruling could not wait, Hoeven said. "We don't know if Obama will approve it or provide a new regulatory barrier," he added.
