Scottish schools data called "incomplete", "misleading"

A Dumfries and Galloway Council official says that data showing a drop in reading, writing and maths proficiency among secondary-school students are "incomplete" and "misleading". She said initiatives are in place in the Scottish schools to boost achievement.
