California PUC sets fees for smart-meter opt outs

Customers of San Diego Gas & Electric and Southern California Edison who opt out of the utilities' smart-meter programs will be required to pay $75 up front and $10 a month under new guidelines set forth by the California Public Utility Commission. The commission drafted a similar rule last month for Pacific Gas & Electric customers in response to opposition from residents.
