Verizon Communications is trying to alter the fee structure for FiOS TV programming by negotiating payments based on the number of viewers for a network, instead of the current system of tying fees to the number of homes a channel reaches. Verizon is in negotiations with several "midtier and smaller" programmers, which it would not identify, said Terry Denson, its chief programming negotiator.
