Security issues throwing a big wrench in contractors' efforts in Iraq

Contractors working to rebuild Iraq are facing big obstacles that they've never had to deal with before. An engineer working with Washington Group International, for instance, can only oversee a construction project by looking at photographs brought to him in the safety of the "Green Zone" because it's too unsafe for Americans to go out to the site, and Americans are finding their budgets rising because of the high cost of security for their projects.
