EPA may miss emissions deadline for new power plants

Observers expect the Environmental Protection Agency to miss its court-ordered April 13 deadline for greenhouse gas regulations for new power plants. The EPA, which received more than 2 million public comments on the proposal, has not submitted a proposal for review to the White House Office of Management and Budget.
