Minn.'s $700M Northern Lights Express high-speed rail advances

A $700 million project to build a high-speed rail line between Duluth, Minn., and the Twin Cities took a step closer to reality after the release of an environmental assessment. The Northern Lights Express environmental review is open for public comment for four weeks. "It allows us to then proceed, if everything's approved, proceed with designing the project," said Bob Manzoline, St. Louis and Lake Counties Regional Rail Authority executive director.
