Va. city council grants waterfront project supermajority approval

The Alexandria, Va., City Council has given supermajority approval to a plan to rezone the Old Town waterfront, hoping to quell lawsuits that dispute the council's original approval, which didn't have supermajority. The plan will allow private developers to build hotels and commercial enterprises and includes parks, an art walk, and flooding and sewer improvements.
