California board recommends workers' comp rates hikes

The California Workers' Compensation Insurance Rating Bureau board is recommending a 24% hike in basic workers' compensation insurance rates beginning July 1. The board said rising medical costs and declining payrolls were squeezing insurers' premium bases. Any increase would need to be approved by the state's insurance regulators.
