FCC ad indecency ruling may be first, but won't be last

In issuing possibly its first indecency finding against a commercial spot, the Federal Communications Commission may be sending a signal of future close scrutiny of advertising. The FCC fined a Puerto Rican TV station $220,000 for airing a spot for a DVD that featured images of "scantily-clad breasts and thong-clad buttocks."
