Minn. creates MNSURE; Mich. gets federal insurance exchange

Minnesota Gov. Mark Dayton, a Democrat, signed a state bill last week to create an online insurance marketplace expected to serve 1 million residents. In Michigan, state senators rejected a $31 million federal grant to create a state-federal partnership exchange. Instead, the state will put $8 million toward connecting to a federal exchange.
